Lawsuits have been filed against Bill Kiefer after Burleigh and Morton County seized horses from him for allegedly neglecting and starving them.

Kiefer did not pay for the hay that the county was using to feed the horses. Triple H Horse Rescue says that a lien was put on the hay by its provider. Triple H Miniature Horse Rescue took 26 more horses to the rescue.

A judge ruled the horses will not be returned to Kiefer and the counties can sell them or put them up for adoption.
